Lagos: The Only Portuguese Town in Both Top Fives

Two industries in one town

Counting the whole RNAAT register by concelho on 27 August 2026 gives two rankings that barely overlap. Board sports: Cascais 94, Almada 72, Peniche 64, Mafra 57, Lagos 54. Diving: Sesimbra 18, Lagos 13, Setúbal 13, Lisbon 11.

Cascais, first for board sports, is eighth for diving. Sesimbra, first for diving, does not reach the board-sport top ten. Lagos is the only concelho in the top five of both. That is not a marketing line, it is what falls out of counting a public file, and anybody can repeat the count.

What it means on the ground is that the same town sells you a surf lesson on the west-facing beaches and a boat dive off the cliffs, and the businesses are often not the same businesses. Which is why the training bodies named on their sites (IKO on 3, VDWS on 1, PADI on 1 and SSI on 1) cover kite, wind and diving at once, where a single-sport town returns one or two names.

What the RNAAT licence does not cover

60 of the 67 businesses on this page hold an RNAAT license. That is the strongest evidence on this page and, in a town that does two things, it is also the least specific. The register treats board sports as one item and diving as another, and publishes no combination: a business holding both looks like two rows, and a business holding one looks like a business holding one.

So the license tells you the state permits this business to trade in this activity. Whether the school that teaches your surf lesson is the same operation that runs the dive boat, whether the instructor who takes you out holds anything at all, what a course costs, what the equipment is like: none of that is in the register, and none of it is on this page unless the school published it themselves.

What the 67 schools in Lagos say about themselves

The school websites carry IKO on 3, VDWS on 1, PADI on 1 and SSI on 1.

That comes from reading 23 sites, 44 pages in all. 3 more could not be read. 4 more have not been opened yet. The operator list for Lagos gives the page each name was read on.

Not one of the 67 publishes the languages their instructors teach in, which for a town this international is the most surprising blank in the whole Portuguese set.

Is Lagos inside a protected area?

Any protected-area designation for Lagos itself. The World Database on Protected Areas carries none covering the town, unlike Sesimbra, Sagres and Caparica. That is an absence in a database rather than a statement about the coast, and we would rather report it than quietly leave the section out.
