What an RNAAT number proves
Portugal keeps a register of the businesses it licenses to run tourism activities, the Registo Nacional dos Agentes de Animação Turística, and publishes it as open data. We downloaded the whole thing in one request on 27 August 2026: 13,152 establishments, of which 1,300 are licensed for board sports and 253 for diving, nationwide.
For Peniche that gives a number you can act on. 67 of the 69 hold an RNAAT licence and 59 of those cover board sports. The register is published as open data, which means this is not a badge we are asking you to trust us about: you can search it for the school's name and read the entry we read.
What it does not say is which sport. Surf, bodyboard, windsurf, kitesurf, skim and stand-up paddle are one item in the licence, held by 1,300 businesses across Portugal. Diving is a separate item. So a school licensed for board sports may teach any of them, or one of them, and the register is silent on which. Every sport shown on the operator list is still the school's own word.
It is also a licence to trade and nothing more. It carries no statement about teaching, safety record, equipment or instructor qualifications. What it settles is that the business exists, that the state knows about it, and that it is permitted to sell you a lesson. On a coast where a school can appear for one summer and vanish, that is worth more than it sounds.
The town is inside a biosphere reserve, and the reserve is nearly all sea
UNESCO's Man and the Biosphere programme designated Berlengas in 2011, and its own entry is unusually direct about where the boundary runs: “The reserve includes the Berlengas archipelago, the city of Peniche on the mainland, and a marine corridor between the archipelago and Peniche.” The town is not next to the reserve. It is in it.
The proportions are the part worth carrying: UNESCO gives the surface as 18,521.00 ha, of which 726.00 ha is land and 17,796.00 ha is sea. Nearly everything inside the designation is water, and the archipelago itself is empty — “There is no population living permanently on the Berlengas archipelago,” UNESCO writes, with residence “temporary and confined to Berlenga Island”.
A biosphere designation is a conservation framework, not a rulebook for surfers, and we are not going to dress it up as one. We looked for the reserve's own visitor rules on the site of the ICNF, the Portuguese nature and forest institute, and the page returned a shell with no text in it. So we can tell you the designation, its date and its extent, all from UNESCO, and we cannot tell you what it permits on a given day. Ask the school.
What the 69 schools say about themselves
Reading the school websites we hold turns up ISA on 4, FPS on 4, PADI on 3 and SSI on 1.
That comes from reading 42 sites, 115 pages in all. 27 more did not answer at all. The operator list for Peniche gives the page each name was read on. Absence from the count means we did not find it on the pages we opened, which is not the same as not being held.
Not one of the 69 publishes the languages their instructors teach in, which is the single biggest gap on this page and a strange one for a town whose customers arrive from everywhere. If you need a lesson in a particular language, that is a question for the school and not something this directory can answer for you.

What we could not confirm
Anything about competitions. Peniche is widely described as a stop on the professional tour. We went to the World Surf League's own event pages for the 2026 season, including rendering them in a browser because the site is a JavaScript application, and found no Portuguese event listed. That may be our reading rather than the fact, so we say nothing either way rather than repeating what other pages say. If it matters to your trip, check the WSL calendar yourself.
A visitor limit for Berlenga Island. Boat trips are sold on the assumption that daily numbers are capped. The ICNF page for the nature reserve did not render any text for us on 27 August 2026, so we have no figure and no instrument to cite, and a number without either is a rumour.
Prices, and anything about quality. We did not verify a lesson price for any school here, and no register, authority or inspector has assessed these businesses on anything we could read. The licence says a school may trade. It does not say it is any good.
