Peniche vs Ericeira: Which Portuguese Surf Town in 2026?

Fifty kilometres of coast separate Portugal's two best-known surf towns, and both let you check a school against the state before you pay: Portugal licenses board sports through the RNAAT register and publishes it as open data. Peniche is the bigger list, 69 schools against 42. But the two lists are not scoped the same way, so that gap is smaller than it looks — ours covers the whole concelho of Peniche and only one freguesia of Mafra for Ericeira. Figures carry the date we checked them; confirm anything that matters before you book.

The number that is not comparable, and why we say so

Sixty-nine against forty-two looks like Peniche having two-thirds more surf schools. It is not that, and the reason is a line on an administrative map rather than anything about either town.

Portugal's RNAAT register is kept by concelho, the municipal unit. Peniche is a concelho, so our Peniche list is everything the register licenses in it. Ericeira is not: it is one freguesia, a parish, inside the concelho of Mafra. We filter to Ericeira itself, which means a school licensed four kilometres up the same coast, by the same authority, under the same rules, is not on the Ericeira page.

So the honest reading is that Peniche's list is complete for its area and Ericeira's is deliberately narrower than its authority. If you want the wider picture around Ericeira, the register is public and the concelho to search is Mafra.

What the licence settles, and what it never touches

The strongest evidence on either page is the same: a state licence. Portugal will not let a business sell board-sport lessons without one, and the register is public, so any school on either list can be checked against it rather than against us. 67 of Peniche's 69 hold one, and 59 of those cover board sports. For Ericeira it is 39 of 42, with 37 covering board sports.

What the licence never says is which board sport. Surf, bodyboard, windsurf, kitesurf, skim and stand-up paddle are one item, held by 1,300 businesses across Portugal out of 13,152 licensed tourism establishments. Diving is separate. And it says nothing at all about teaching, safety, equipment or instructors. It settles that the business exists and may trade. On a coast where schools appear for a season, that is not nothing, and it is also not a recommendation.

Two designations that sound similar and are not

Both towns carry a conservation label, and they do different work. Peniche sits inside the Berlengas Biosphere Reserve — UNESCO's entry names “the city of Peniche on the mainland” as part of it, alongside the archipelago and the corridor between them, nominated in 2011 and running to 18,521.00 hectares of which 17,796.00 are sea.

Ericeira's is a World Surfing Reserve, dedicated on 14 October 2011 by Save The Waves Coalition, which describes it as “the second WSR overall and the first in Europe” covering “approximately 5 km of coastline”.

Neither is a quality mark for a surf school. A biosphere reserve is a conservation framework; a surfing reserve is a stewardship designation held by a community. No business on either page is certified, endorsed by, or answerable to either one, and a school implying otherwise is borrowing something that was never about it.

The honest take

If you want the most schools to choose from and a peninsula that gives you somewhere sheltered on most days, Peniche. If you want a short walkable stretch with a high concentration of good waves and are content with fewer businesses, Ericeira.

What should not decide it is our two counts, and the languages column shows why the rest of the picture is thin on both sides: zero of Peniche's 69 and one of Ericeira's 42 publish which languages their instructors teach in. Neither town is winning on transparency. Ask before you book.

Which should you pick?

Peniche if choice matters, or if you want the option of a different beach when the wind turns.
Ericeira if you would rather walk between a few good waves than drive between many.
Either if what you want is a school whose licence you can verify yourself. Both lists give you the number.

FAQ

Does Peniche really have more surf schools than Ericeira?

More on our list, yes: 69 against 42. But the lists are scoped differently. Ours covers the whole concelho of Peniche and only the freguesia of Ericeira inside the concelho of Mafra, because that is how the RNAAT register is organised. The gap between the towns is smaller than the gap between the two lists.

Which town has better-verified schools?

Neither, and by almost the same margin. 59 of Peniche's 69 hold a state licence covering board sports; for Ericeira it is 37 of 42. Proportionally that is 86 per cent against 88 per cent. No school in either town has been assessed by any inspector, register or authority in any source we could read.

Is Ericeira's World Surfing Reserve status meaningful for a beginner?

Not directly. It is a stewardship designation over about 5 km of coast, dedicated in 2011, held by the community rather than by any business. It tells you the waves are considered worth protecting. It tells you nothing about which school to book.
