Cozumel's daily wristband against Roatan's voluntary $10
In Cozumel vs Roatan, this is the line that changes a monthly budget most. As of October 2026, Mexico's protected-area agency, CONANP, lists the entry fee for the Arrecifes de Cozumel National Park as 225 pesos per person, per day, charged as a federal duty. Pensioners, people with disabilities and children under 12 are exempt. Students and teachers get 75% off. Mexican nationals and foreigners resident in Mexico get 50% off with a valid ID, which matters if you move onto a residence card.
For a long stay there is a second option. CONANP sells a one-year Conservation Passport for 3,760 pesos, which by its own terms covers every protected area in the country except the Revillagigedo islands. At the full daily rate it pays for itself from the 17th day in the water. Ask your dive shop whether it accepts the passport before you buy.
Roatan works the other way round. The Roatan Marine Park, the non-profit that runs patrols and moorings on the island, asks for a voluntary fee of $10, sold at its EcoStore in West End and through partner dive shops. Its page names no daily rate and no validity period. Paying it is a choice, and it funds the work described below.
Drift diving on Cozumel: the current, the zones and eight divers per guide
Cozumel's diving is shaped by water moving past the island. The park's management programme describes a dominant current in the channel between Cozumel and the mainland running south to north at one to three knots, averaging 1.5 knots. That current is what Cozumel's drift dives ride: you descend, it carries you along the reef, and the boat follows.
The same programme sets the group size, and it is not one number. By day a guide may take eight divers in the low-intensity and intensive-use zones, which include Palancar, Paso del Cedral, La Francesa, Dalila, Santa Rosa and Punta Tunich. In the restricted-use zone in the south, covering Colombia, Punta Sur, Maracaibo, El Islote, Chunchaka'ab and Punta Celarain, the limit is six. At night it is six everywhere.
The prohibitions are short and strict. Rule 60 bans gloves and knives, touching, standing on or dragging equipment over the reef, shallow areas included, and feeding or chasing marine life. CONANP's current visitor rules add a 1.5-meter distance from the reef, no sunscreen, no anchoring, and boats and guides authorized by CONANP only. A shop that hands out gloves on Cozumel is breaking the park's rules on your behalf.
Which Cozumel reefs are resting, and why the list changes
Cozumel closes reefs on purpose. In October 2019 CONANP suspended tourism at Palancar, Colombia and the El Cielo site in the south of the park from 7 October to 15 December, to let the sites recover from the coral disease it calls “síndrome blanco”. It called the plan a strategy for healthy reefs and said a rotating rest would follow. In August and September 2020 it was Palancar Cuevas, Palancar Ladrillos and the three Colombia sites, timed to coral spawning.
The rotation has not stopped. CONANP's visitor page for the park still tells divers to respect the reef rest calendar. In February 2026 the local paper Por Esto reported Cedral Pared, Cedral and La Francesa closed for February and March, citing warmer water, bleaching and sargassum.
For a month-long stay, assume one or two named sites will be off the menu. Ask the shop which reefs are resting before you book a package built around Palancar.

Who looks after Roatan's reef, and what the park bans
Roatan sits inside the Bay Islands National Marine Park. It was first created by executive agreement 005-97 of 7 June 1997, and Legislative Decree 75-2010, published in Honduras's official gazette on 26 July 2010, put the islands' protected areas under one special law. The Roatan Marine Park gives its size as 647,153 hectares, with a coastal zone to 10 meters, a special marine zone to 60 meters and a buffer zone out to 12 nautical miles.
The infrastructure divers use on Roatan comes largely from the non-profit. It says it has installed and maintained over 329 dive and snorkel moorings and 186 channel markers, and that it is responsible for more than 90% of the marine infrastructure on the island. Its rangers work with the Honduran Navy on enforcement.
Its published list of prohibited activities covers net and harpoon fishing, taking lobster or conch, cutting mangroves, fishing herbivorous species, anchoring on the reef and construction. Boats are held to 20 knots, and lionfish hunting is allowed. The list sets no number of divers per guide, so group size on Roatan is the shop's decision. Ask for it before you book.
Cozumel and Roatan water temperatures, and the 2026 coral heat
The two islands are about as warm as each other. NOAA Coral Reef Watch's monthly mean sea surface temperatures for the two reef regions:
| Month | Quintana Roo (Cozumel) | Honduras (Roatan) |
|---|---|---|
| February | 25.9°C | 26.3°C |
| April | 26.6°C | 27.1°C |
| June | 28.0°C | 28.2°C |
| August | 28.5°C | 28.5°C |
| September | 28.7°C | 28.9°C |
| December | 26.8°C | 27.1°C |
Roatan's water runs 0.3 to 0.6°C warmer from January to April. That decides a wetsuit, not an island. From June to December the difference is a few tenths either way, so for Cozumel vs Roatan the thermometer settles nothing.
The heat is the bigger story. On 11 October 2026 Coral Reef Watch put the Quintana Roo region at 16.9 degree heating weeks, which is Bleaching Alert Level 4, "Risk of Severe, Multi-Species Mortality (> 50% of corals)". The Honduras region stood at 8.4, Alert Level 2: reef-wide bleaching with mortality of heat-sensitive corals. Neither reef escaped earlier years either. Quintana Roo peaked at 21.4 in October 2023, Honduras at 20.4 two weeks later, and both passed 16 again in 2024 and 2025. Expect bleached coral on either island this autumn, more of it on Cozumel.
Hurricane season and winter northers on Cozumel and Roatan
Both islands are in the Atlantic basin, which NOAA's National Hurricane Center defines to include the Caribbean Sea. The season runs 1 June to 30 November, and "The peak of the Atlantic hurricane season is September 10, with most activity occurring between mid-August and mid-October." An average season on the 1991 to 2020 record has 14 named storms, 7 hurricanes and 3 major hurricanes. The UK's travel advice gives Honduras's season as May to November, a month earlier than NOAA's dates.
Cozumel has a second weather pattern to plan around. Its park management programme describes winter cold fronts that bring northeast winds above 40 knots, with gusts of 60 to 70 knots, and considerable swell. Plan for lost dive days when a front comes through. Leave slack in any schedule from August to October on both islands, and in the winter front season on Cozumel.
The recompression chamber on Cozumel and on Roatan
On Cozumel, Costamed runs a hyperbaric chamber inside its medical group. It says the chamber takes up to 14 patients at once and can reach 6 ATA. Costamed is a DAN preferred provider, offers ambulance transfer at no cost to the patient, and accepts national and international medical insurance.
On Roatan the chamber is run by Cornerstone Medical Services at Anthony's Key Resort in Sandy Bay. It lists opening hours of 8:00 to 17:00 Monday to Saturday and 8:00 to 12:00 on Sunday, with three physicians, an EMT and lab staff, as listed in October 2026. The clinic belongs to DAN's International Preferred Provider Network and runs largely on donations, suggesting $12 per diver per week.
The UK government's advice is blunt about the Bay Islands. It confirms a chamber on Roatan and adds that "emergency medical facilities on the Bay Islands are extremely limited." Ask your shop which chamber it calls outside those hours, and check that your dive insurance pays for evacuation as well as treatment.
Staying past the tourist stamp on Cozumel or Roatan: Mexico's residency against Honduras's entry rules
For a remote worker weighing Cozumel vs Roatan, this section usually decides it. Mexico admits visa-exempt tourists as visitors for under 180 days, and the stamp shows how many days you were given. The UK travel advice adds that "Tourists cannot do any type of voluntary or paid work or activity" and that Quintana Roo charges its own entry tax, paid online and checked when you fly out.
For longer, Mexico's consulates publish the temporary residence threshold in figures. The consulate in Las Vegas, for 2026, asks for monthly income above US$4,630 over the last six months, or an average balance of US$78,025 over twelve months, with a US$56 fee. The self-employed show a business license or client 1099s. Check the figure at the consulate where you will apply.
Honduras is less predictable. It shares a 90-day CA-4 area with Guatemala, El Salvador and Nicaragua; the period starts in whichever you enter first and does not restart at the borders. As of October 2026, British passport holders need a visa for Honduras, get a 30-day stamp on arrival, and can apply at an immigration office to extend. For other passports, confirm current terms with Honduras's National Institute of Migration before you book.
Is Roatan or Cozumel safer? The UK travel advice, quoted
On Mexico, the Foreign Office lists Cozumel among the major tourist destinations the government "makes efforts to protect", and warns in the same passage that criminals have assaulted British travelers in these places. It says scuba equipment "may not meet UK safety and insurance standards", so check the shop as well as the policy.
On Honduras the starting line is harder: "Honduras has one of the highest violent crime rates in Latin America." For the islands it says "The Bay Islands are generally safer than mainland Honduras, but there have been several attacks by criminals on visitors, including on the ferries to and from mainland Honduras." It advises travelling with a reputable guide on Roatan and asking your hotel which ATMs to use there. US travelers should read the State Department's current advisory for each country as well.

Cruise ships on Cozumel and the ferries to each island
Cozumel's town fills up on ship days. Quintana Roo's port authority counted 1,281 cruise ships and 4,623,000 passengers at Cozumel in 2024, about three and a half ships a day on average. The national park lies along the island's south-west, south and south-east coasts, away from the town of San Miguel.
Roatan also takes cruise ships; the UK advice notes that passengers come ashore on a short pass for the hours the ship is docked. Getting to either island without a cruise is simple. Cozumel has an international airport and passenger ferries from Playa del Carmen, plus a car ferry from Calica of a little over an hour. Roatan has its own international airport and ferries to the Honduran mainland.
Dive shops on Cozumel and Roatan: the two operator lists
| Island | Dive centers on our list | Listed by SSI, with an entry you can open | Green Fins members | Assessed in person |
|---|---|---|---|---|
| Cozumel | 31 | 27 | 5 | 0 |
| Roatan | 23 | 22 | 1 | 0 |
Either list leaves you a choice of shops if one boat is full. Every Green Fins member on either island is a Digital Member: a self-evaluation, no visit. That scheme covers environmental practice, not safety, so on Cozumel the better test is whether a shop briefs the glove ban and the group limit, and on Roatan whether it moors on the park's buoys.
Cozumel vs Roatan in five lines
- Cozumel charges 225 pesos a day to enter the park; a 3,760-peso annual passport beats it from day 17. Roatan's $10 is voluntary.
- Cozumel writes down the group size: eight divers per guide by day, six in the restricted south and at night.
- Both reefs are under heat stress in October 2026, Cozumel's region at Alert Level 4, Roatan's at 2.
- Cozumel's chamber is hospital-based; Roatan's has set opening hours and runs on donations.
- Mexico publishes a residency threshold; Honduras requires a visa from British passports.
Cozumel for drift diving and a residency path, Roatan for moored reefs without a daily fee
Pick Cozumel if drift diving is what you want, if you like a written limit on how many divers share a guide, and if you plan to stay long enough that a residence card makes sense. That card also halves the park fee. The Cozumel guide covers where to live on the island, and Cozumel vs Playa del Carmen sets it against the mainland across the channel.
Pick Roatan if you would rather not pay to get in the water every day, prefer moored reef dives, and hold a passport that gets in without a visa. Plan around the chamber's hours and the Foreign Office's crime warnings. The Roatan guide covers the island in depth, and Utila vs Roatan compares its cheaper neighbour.
FAQ: Cozumel vs Roatan
Is Cozumel or Roatan better for diving?
They dive differently. Cozumel is drift diving in a current of one to three knots, with a park that caps groups at eight divers per guide by day and six in the restricted south. Roatan's reef is moored by a non-profit and has no published group limit. In October 2026 Cozumel's region is under the heavier coral heat stress.
Do you have to pay a marine park fee in Cozumel or Roatan?
On Cozumel, yes: CONANP charges 225 pesos per person per day, with 50% off for foreign residents and a 3,760-peso annual passport as an alternative. On Roatan the Roatan Marine Park asks for a voluntary $10, sold in West End and through partner dive shops.
Is there a hyperbaric chamber on Cozumel and on Roatan?
Yes, one on each island. Costamed's chamber on Cozumel takes up to 14 patients and is a DAN preferred provider. Roatan's is at Anthony's Key Resort, run by Cornerstone Medical Services, with listed hours of 8:00 to 17:00 Monday to Saturday and mornings on Sunday. Ask your shop about its plan outside those hours.
Can you stay long term in Cozumel or Roatan as a remote worker?
Mexico admits tourists for under 180 days and publishes a temporary residence threshold; the Las Vegas consulate asks for US$4,630 a month over six months in 2026. Honduras counts a shared 90-day CA-4 period, and British passport holders need a visa and get a 30-day stamp.
When is hurricane season for Cozumel and Roatan?
The National Hurricane Center gives the Atlantic season as 1 June to 30 November, peaking around 10 September, with most activity from mid-August to mid-October. The UK advice gives Honduras's season as May to November. Cozumel also gets winter northers with winds above 40 knots.
