Utila in short
Utila is legendary as one of the cheapest places on earth to get your Open Water course, which pulls a young, backpacker crowd and a lively dive-school scene. It is small, basic and social, with seasonal whale sharks a headline draw. If your priority is learning to dive cheaply and meeting people, Utila is hard to beat, as long as you do not need much comfort or fast wifi.
Roatan in short
Roatan is the larger, more developed Bay Island: the same warm Mesoamerican Reef, but with better infrastructure, more accommodation choice from budget to resort, and a broader mix of divers, families and expats (plus cruise-ship days in the west). It costs a bit more than Utila but is the easier place for a comfortable, longer stay with more reliable services.

The comparison people make is price against comfort. The one that matters underwater is who pays for the moorings.
Utila and Roatan both sit inside the Bay Islands National Marine Park, which the Roatan Marine Park describes as “the largest marine protected area in Honduras with approximately 650,000 hectares”, part of the Mesoamerican Reef: “the second-largest barrier reef in the world and shared by four countries: Mexico, Belize, Guatemala, and Honduras”. Same park, same reef system, two islands.
What differs is the infrastructure behind the diving. The Roatan Marine Park, a community-based non-profit, says it is “responsible for over 90% of the marine infrastructure on Roatan”, “dive moorings, channel markers and swim zones to prevent mechanical damage to our reef, cause by anchoring and boat collisions” (as published), and that its park rangers “work with the Honduran Navy to enforce the application of environmental laws in Roatan's water”. That is a funded, patrolled, moored reef, and the diver fee you pay on Roatan is what funds it.
Against that sits the reason both islands are worth protecting. On the IUCN Red List, version 2026-1, 44 per cent of reef-building corals are threatened with extinction, against 26 per cent for mammals and 11 for birds. Whichever island you pick, pay the fee and use the buoy.
