Cozumel vs Playa del Carmen: Which Dive Base?

The count, and the reason for it

Cozumel has more than twice the centres because the island is a dive destination and very little else; Playa del Carmen is a town that happens to be next to the cenotes and the ferry. Neither number tells you which dives better. What they do tell you is where the choice is: if a boat is full or a shop feels wrong, Cozumel has thirty others.

Reef on one side, cenotes on the other

This is the part the counts cannot show. Cozumel dives Palancar, Santa Rosa and the rest of the island's west-side reef, almost always as a drift: you go in, the current takes you, the boat follows. It suits divers who are comfortable being carried and frustrates anyone who wants to stop and hover.

The cenotes are inland from Playa del Carmen and are a different sport wearing the same gear: fresh water, no current, overhead in places, and a guide who is qualified for it or you do not go. Diving them from Cozumel means the ferry back plus a drive, which is a whole day.

Cozumel or Playa del Carmen: which to pick

Cozumel if the reef is the trip and you want the widest choice of centres. Playa del Carmen if you want cenotes without a ferry every morning, or if you are travelling with people who are not diving.

For a week, most people we would believe do both: base in one, take the ferry for a day or two, and stop treating it as a choice.

Same season, same reef system, and one of them is an island

The seasonal frame is identical and published. The National Hurricane Center's Atlantic basin “includes the Atlantic Ocean, Caribbean Sea” and the Gulf; the season runs 1 June to 30 November, “The peak of the Atlantic hurricane season is September 10”, and most activity falls “between mid-August and mid-October”. On the 1991–2020 record an average season has 14 named storms, 7 hurricanes and 3 major hurricanes. Neither town is exempt, and the island is if anything more exposed: a hurricane watch closes the ferry before it closes the coast road.

What the two do not share is the reef in front of them. Cozumel's drift diving runs on a wall system directly offshore; Playa is a launching point for boats that go elsewhere, including to Cozumel. That is the whole practical difference: on the island the diving starts where you are staying, on the mainland it starts after a crossing.

The condition of what you are going to see is measured. On the IUCN Red List, version 2026-1, more than 49,500 species are threatened with extinction, 28 per cent of everything assessed, with reef-building corals at 44 per cent, against 26 per cent for mammals and 11 for birds. This is the second-largest barrier reef system in the world and it is in that number. Pay the marine park fee, use the mooring, and pick the operator who briefs on buoyancy rather than the one who guarantees a turtle.

On one side of the channel, a federal management programme decides how you dive

The two bases are nineteen kilometres apart and dive the same reef system, but only one of them dives inside a national park with a published rulebook. The Parque Marino Nacional Arrecifes de Cozumel covers 11,987-87-50 hectares off the island's south-west and south-east coasts, and its management programme carries administrative rules that apply to every dive in it.

Three of them are the ones a visiting diver notices, and they are worth reading in the original because they are stricter than the briefing most shops give:

• Six divers per guide. Diving is limited by level, buoyancy control and experience, “máximo seis buzos por guía”.
• No gloves, no knives. Rule 60 lists among the express prohibitions “Utilizar guantes y cuchillos”, a rule about hands rather than about equipment, and the reason Cozumel briefings ask you to leave gloves on the boat.
• No contact of any kind with the reef. The same rule forbids “Tocar, pararse, pisar, sujetarse, arrastrar equipo, remover el fondo marino o provocar sedimentación sobre las formaciones arrecifales, incluyendo las áreas someras”, touching, standing, holding on, dragging equipment or stirring sediment, shallow areas included, and separately “Alimentar, perseguir, acosar, molestar o remover” marine life, feeding included.

Playa del Carmen's reef dives sit outside that park. The same drift diving, much of the same marine life, and a set of practices that rests on the operator rather than on a federal instrument. That is not a claim that Playa dives worse: plenty of shops there brief harder than the rule requires: but it is a real difference in what happens when one does not, and it is invisible from a price list.

For the choice this page is about, it cuts both ways. If you want a ratio and a no-contact rule you can point at, Cozumel has one and the park staff and boat captains know it. If you want to dive with a smaller shop on your own schedule, the mainland has fewer constraints on how the day is organised. Either way, ask for the group size before you book: six per guide is the legal ceiling on one side of the channel and a matter of goodwill on the other.
