Dahab in short
Dahab is a calm, bedouin-flavoured Red Sea town where the pace is slow and the diving and freediving are superb: the Blue Hole and Canyon are on the doorstep, visibility is excellent, and it is one of the cheapest places anywhere to dive or to train as a freediver. If you want the lowest costs and a mellow, non-party vibe, Dahab is the pick.
Koh Tao in short
Koh Tao is the world's busiest dive-training island: cheap Open Water courses, easy reefs, a huge and social scene, and Thailand's five-year DTV visa for longer stays. It has a livelier, more party-oriented energy than Dahab and gets crowded, but for sheer volume of schools, easy reef diving and meeting people, it is unmatched.

Two cheap dive towns, and one of them has a reef-protection system with a paper trail
The usual comparison is price and vibe. A more durable one is what each place has built around its reef, and on the Egyptian side that has a documented history.
HEPCA's account of its own founding: four dive centre owners started fixing “chains with floating lines around coral blocks at the most popular dive sites”, an effort that became “the installation of 50 buoys to protect the vulnerable coral reefs from anchoring” and then “the establishment of an environmental NGO known as HEPCA”, working with Egypt's Environmental Affairs Agency to fund a mooring system. Dahab's diving is mostly shore diving, so the buoys matter less there directly: but the operator culture that built them is the same one you are booking into.
Koh Tao's scale is different in kind. It is one of the highest-volume certification places on earth, and the relevant question there is not moorings but how many people are in the water on your dive, and whether the centre caps group sizes below what the agency standard allows.
Underneath both sits the same number. On the IUCN Red List, version 2026-1, more than 49,500 species are threatened with extinction, 28 per cent of all assessed species: and the figure for reef-building corals is 44 per cent, against 26 per cent for mammals and 11 for birds. Whichever of these two you pick, the reef you learn on is in that 44 per cent, and a centre's answer about group size and buoyancy training is the part of the price that actually differs.
