Jericoacoara in short
Jericoacoara is the bohemian one: a remote village of sand streets among giant dunes, reached by a long 4x4 or bus transfer, with flat-water kite lagoons nearby (Cauipe and Prea) and some of the best downwinders in the world. The same dependable Ceara wind blows, but the draw is the atmosphere and the adventure. The trade-off is the schlep to get there and back.

Identical light, identical latitude, and one standard that matters at both
These two are on the same Ceará coast, about three hundred kilometres apart, and the things people usually compare places on do not separate them. Take daylight: at Jericoacoara's latitude, about 2°47′ South, the US Naval Observatory's table runs from 11 h 58 min on 21 June to 12 h 18 min on 21 December, twenty minutes of variation across an entire year. Cumbuco sits about a degree further south and is no different in any way you would notice. Sunset is between about 17:38 and 18:01 all year at both.
So the choice is not seasonal and not about light. It is about the shape of the place: a village behind a dune with no paved road in, against a working beach town half an hour from a state capital and an international airport. The wind is the same trade-wind machine.
One thing does apply equally at both, and it is worth asking about because these are high-turnover rental spots on a sandy, shallow coast. Since 14 February 2020, ISO 21853 has governed quick-release systems on kite bars and safety leashes, with a maximum release force of 170 N or less and an opening time of two seconds or less: and the test conditions are the point: clean and dry, in dry sand, in water with and without sand, and cold and wet. That is a description of a Ceará rental bar in the middle of a busy season. The useful question at either town is whether the bar you are handed postdates the standard.
