The decisive difference is not the wind, it is the clock
For a kiter on a European passport these two spots are similar enough to argue about. For anyone counting days, they are not comparable at all, because only one of them runs a clock.
Tarifa is in Spain, and Spain is in Schengen. The European Commission's own description: all 29 countries in the Schengen area apply the same rules, and non-EU nationals may visit for “up to 90 days in any 180-day period”. The Commission is precise about how that window behaves: “When someone enters a country in the Schengen area, the 180-day period starts. They can enter Schengen area countries as many times as they want, but only stay for a total of 90 days, every 180 days”. Leaving Spain for Portugal does not reset anything: the area is counted as one. And “Visas for stays exceeding 90 days are subject to national procedures”, which is why a long Tarifa winter means a Spanish visa rather than a European one.
Dakhla is in Morocco, outside all of that. A season there costs you nothing from the Schengen allowance, which for a nomad chasing wind through a European winter is often the whole argument.
The equipment question is the same at both. ISO 21853 has covered quick-release systems on kite bars and safety leashes since 14 February 2020, with a release force of 170 N or less and an opening time of two seconds or less, tested in dry sand and in water with and without sand. Both of these are sandy, windy, high-turnover rental spots; that is the condition the test was written for.
