Key takeaways
- The state tourism list puts most Cape Greco sites at Open Water level, from 11-meter walk-ins at Green Bay to cliff sites listed to 40 and 45 meters
- Regulation 17 of the Cypriot fisheries rules bans scuba from one hour before sunset to one hour after sunrise, except on conditions in named coastal zones, and these include the Protaras coast
- A Zenobia day from Protaras means about 40 minutes by road and 10 by boat; shops ask for a check dive first, and one requires Advanced Open Water plus Nitrox
- The Forestry Department fenced the Cape Greco sea caves in May 2026 to stop cliff jumps, which the rescue center calls strictly prohibited
- Famagusta General Hospital's chamber sits in Paralimni, about 9 km in a straight line from Protaras, and treats four patients at once plus two in the anteroom
Protaras diving starts from the shore, and Cape Greco holds the best of it
The wreck that draws divers to this coast lies 38 km from Protaras. The dives close to town mostly start on foot. The Deputy Ministry of Tourism's site list for Famagusta and Protaras is largely shore entries on the Cape Greco headland, many of them marked as easy to reach by car.
The table comes from that list. Its depth is the site's maximum, not a target. "Open Water" there means the minimum card to enter, and the ministry's own guidelines tell you to stay within your training, so a 40-meter cliff does not become a 40-meter dive.
| Site | Entry | Max depth | Listed minimum | What it is |
|---|---|---|---|---|
| Green Bay | Walk-in | 11 m | Open Water | Statues at 10 m, fish feeding under 5 m, frequent turtles |
| Da Costa | Walk-in | 11 m | Open Water | Flat sand and small rocky patches |
| Caves | Drop of 1.5 or 3 m | 12 m | Open Water | Swim-throughs and short caverns |
| Antennas | Rocky, drop of 2–3 m | 16 m | Open Water | Small life, navigation, night dives |
| Green Bay Cave | Walk-in | 17 m | Open Water | Through-and-through caverns, lionfish |
| The Canyon | Rocky, boat suggested | 20 m | Open Water, Boat Diver by boat | Canyon entry between cliffs, stingrays |
| Chapel | Steps, then a hard entry and exit | 40 m | Open Water | Cliff under the Ayioi Anargyroi chapel |
| Cyclopes Caves | Entry at 1 m | 45 m | Open Water | Cliff, recreational and technical |
The ministry's newer diving map disagrees about The Canyon. It describes a free-fall from 10 meters to a sunken jet ski at 38, so ask which profile your guide plans. Visibility is listed at 20 meters or more "in good conditions" across most of the headland.
Keep expectations in proportion. This is Mediterranean rock, sand and Posidonia seagrass, with moray eels, grouper, bream and turtles, plus non-native lionfish. MUSAN, the sculpture park at 8 to 10 meters off Ayia Napa, is the other easy day out. Protaras is a place to log easy dives and finish a course. It is not a coral-reef trip.
The Liberty and Nemesis III off Protaras began as a fight with the state
Protaras's two boat wrecks lie 90 meters apart. The Liberty, a former Russian cargo ship 37 meters long, reaches 27 meters. The Nemesis III reaches 26. The ministry's site list gives both an Advanced Open Water and Boat Diver minimum and promises easy swim-throughs, usually without strong currents.
The Liberty's arrival was not tidy. Paralimni municipality sank it in May 2009. Within days the Ministry of Agriculture called the sinking illegal and dangerous, and the mayor answered that the Merchant Shipping Department, the Port Authority and the tourism organization all knew. By October the Fisheries Department had issued a tender to raise the wreck. It is still down there.
Today the tourism ministry promotes the same hull. Sources split on the second wreck: the site list says December 2013 and 25 meters long, an older tourism brochure 2014 and 40 meters. Poseidon lists two local wreck dives at €145; Scuba Dive Cyprus lists a boat dive at €80.
The Zenobia from Protaras takes a full day, a check dive and often Nitrox
The MS Zenobia is the reason many divers fly here at all, and it does not lie off Protaras. The Swedish ferry capsized on her maiden voyage and sank in Larnaca Bay on 7 June 1980 with 108 lorries aboard. She lies on her port side, 172 meters long, between 16 and 42 meters, by boat from Larnaca.
By our calculation from the ministry's coordinates, the wreck is 38 km in a straight line from Protaras. Cyprus Diving Centre describes the trip as about 40 minutes by road, then 10 by boat.
Entry rules vary. The ministry lists Advanced Open Water and Boat Diver. The Cyprus Dive Center Association's page says Open Water. Cyprus Diving Centre requires Advanced Open Water plus Nitrox and calls Nitrox mandatory, with an Advanced course or a deep adventure dive as the route for Open Water divers. Poseidon asks for "appropriate certification".
Budget a check dive. Poseidon requires one, normally the day before, and Cyprus Diving Centre runs one on a date you choose. Poseidon and Scuba Dive Cyprus both list two Zenobia dives at €160; Cyprus Diving Centre sells a €300 package with two shore dives, two Zenobia dives, Nitrox and lunch.
Ignore old headlines about a ban. In 2012 reports said the wreck was closed under a 1973 port by-law; the Cyprus Ports Authority's general manager then said licensed dive schools could still dive it, and DeeperBlue reported a mistranslation.

Cape Greco's sea caves: the cliff jump is off limits, the scuba site is not
Two different things share the word "diving" here. People jump from the sea caves. The Larnaca Joint Rescue Coordination Centre said in July 2022 that diving from the caves is "strictly prohibited and dangerous". In May 2026 the Forestry Department put up a temporary fence after a sharp rise in rescues, and said the rock itself shows signs of instability.
Scuba is a separate matter. The ministry still lists the site called Caves, with its drop entries of 1.5 and 3 meters. The reports on the fence do not mention scuba or say exactly where it runs. Ask your shop whether it changes the entry this season, and follow the signs on the rock.
The water off the cape has its own status. It became a marine protected area in May 2018, inside a Natura 2000 site. A UN Environment report describes the zoning in terms of fishing: Zone A is closed to all fishers, Zone B to recreational fishers, and Zone C is open.
That report gives no diver rule for the zones, while an EU project page says only that diving there is "managed" to limit impact. Ask your shop what applies this season. One rule is clear everywhere: take nothing while on scuba. Stakeholders interviewed for the report named scuba spearfishing among the most common illegal practices inside the zones.
Scuba after dark off Protaras is banned unless a rule lets you in
The rule sits in fisheries law, not a diving law. The Fisheries Regulations 273/90, as amended by 416/2019, got a new Regulation 17 in December 2019. It is written for all diving with breathing apparatus, so it binds a holiday diver as well.
Regulation 17(3)(b) bans diving with breathing apparatus from one hour before sunset to one hour after sunrise in all sea areas, apart from zones named in Annex VI. Annex VI's Famagusta zone runs from the coast to the 100-meter depth line, between one boundary starting near 35°03.9′N 34°00.3′E and another near 34°59.1′N 33°58′E. By our reading of those points, Protaras, the wrecks and Cape Greco all fall inside it.
Inside a zone, Regulation 17(4) requires at least one of three things:
- supervision by a professional body or club registered with the Cyprus dive centers association or the Cyprus Federation of Underwater Activities;
- supervision by a professional body holding an annual night-dive permit;
- divers who hold prior approval from the Director of Fisheries.
Outside the zones, Regulation 17(5) allows night dives only on application to the Director, and only by centers registered with those two bodies. So book a night dive through a shop. A private buddy pair at Chapel at dusk needs its own approval, and the gov.cy application is in Greek. That page says prior approval applies to night dives inside and outside the zones, so have the shop confirm what it holds. Scuba Dive Cyprus lists a night dive at €80.
The same regulation covers hunting. Any fishing or collecting of marine organisms on scuba is banned under 17(3)(a), and 17(3)(c) bans carrying scuba gear and a speargun together on any vessel. A speargun is legal only on a breath hold, for over-15s with a license, and never from sunset to sunrise. The night conditions apply at the Zenobia too, since Annex VI's Larnaca zone includes the wreck by our reading of its coordinates.
Cyprus has no dive-center law yet, so vetting a Protaras shop falls to you
A study for the Deputy Ministry of Tourism, reported in August 2026, says there is "no comprehensive legal framework" governing dive sites, dive centers or diving tourism. It counts 86 registered dive centers in the Republic, 37 of them in Famagusta district.
A fix is on the way but not finished. The cabinet approved a Law on Diving and Providers of Recreational Diving Services in November 2025. Triangulated from three press reports rather than the bill's own text, it would license centers, schools, independent instructors and dive boats for three years, and create an official register. Cyprus Mail adds a CYS EN ISO 24803 certificate, liability insurance, and up to €8,000 or two years in prison for operating unlicensed.
In March 2026 the bill was waiting for the newly elected House, and the August report still called the standards legislation "under development". Check parliament's site before relying on either. Until it passes, the most useful public list is the ministry's page of ISO 24803 certified businesses. It names Cyprus Diving Centre and Scuba Diving Support Center in this area. Absence from it is not a verdict.
Famagusta General Hospital's chamber is in Paralimni, a short drive from Protaras
The name misleads. Famagusta city lies north of the buffer zone, but Famagusta General Hospital stands in Paralimni, the town whose municipality covers Protaras. By our calculation from OpenStreetMap's position for the hospital, it is about 9 km in a straight line from Protaras and 13.5 km from Chapel.
The hospital's own page describes a Category I multiplace chamber in a separate wing, treating four patients in the main chamber and two in the anteroom. A hyperbaric physician and four hyperbaric nurses staff it, and diver's disease heads its treatment list. Okypy, the state health organization, called it in 2022 the only fully equipped department in Cyprus, with 24-hour support for diving accidents.
One caution on hours. The dive center association's list shows the unit as available around the clock, but with operating hours of 07:30 to 14:30. Ask your shop how its emergency plan reaches the unit after hours.
- Emergency and ambulance: 112
- Search and rescue at sea: 1440, as listed by the dive center association
- Hospital information: +357 23 200000
- Chamber appointments: +357 23 200085
For the Zenobia, the same association lists a private 12-person chamber in Larnaca (HTTC, at the Poseidonia Medical Centre), although that page carries a 2021 copyright, so confirm it. Call 112 first, then your insurer. Check whether your dive insurance pays for chamber time and transfer. The ministry's guidelines also say not to fly for at least 24 hours after diving, and that matters when Larnaca airport is your next stop.
Protaras water runs from 16°C to 27°C, and some shops close with the season
Plan around the island-wide figures. The Deputy Ministry of Tourism's climate page puts the open sea above 22°C from June to November, at 27°C in August, and at 16 to 17°C from January to March. Near the coast, at three or four meters, it gives 15 to 17°C in February and 23 to 28°C in August. Summer runs dry from mid-May to mid-October.
Cold is not the only limit in winter. Cyprus Diving Centre published its 2026 season as 1 April to 30 November. Its own page and Reef Junkies both say diving is possible almost all year, so some shops may run, but confirm by message before you fly in January. Pack for 16°C if you do, and the travel wetsuit guide covers what travels well.
Larnaca airport is the way into Protaras, and its winter schedule shrinks
You land at Larnaca. Hermes Airports' route classification, dated April 2026, names 102 Larnaca destinations for summer and 63 for winter, by our count of its two lists. London, Athens, Vienna, Frankfurt, Warsaw, Dubai and Tel Aviv appear in both. Dublin, Edinburgh, Hamburg and Geneva appear only in summer.
From the airport, Kapnos Airport Shuttle lists €15 for an adult, about 65 minutes, with stops on Pernera Avenue and Protaras Avenue. It quotes departures from 02:30 to 23:25 and warns of seasonal changes, so check the date you travel. Cyprus Diving Centre and Poseidon both offer local pick-up, so a car is optional for guided dives. For shore dives on your own, the ministry's list rates The Canyon unsuitable for non-4x4 cars.
Protaras empties in winter, which makes it a seasonal base for remote work
Treat Protaras as a resort first. In October 2025 the president of the Famagusta hoteliers' association told Politis that more hotels than usual would stay open until mid-November, with some to the end of the month. He said Protaras "won't be a ghost town" that winter, which tells you how it had often been described.
The municipality and businesses met to plan which services would run through winter, and owners asked for subsidies to keep staff on. So winter is a work in progress. For a month of remote work with weekend diving, shoulder months look far safer than January.
Larnaca is the obvious alternative: the Zenobia lies in its bay and the airport carries its name. For another Mediterranean island with wrecks and licensed centers, compare the Malta diving guide. The wreck diving list covers other wreck coasts.
The buffer zone near Protaras: what it changes for a visiting diver
Very little on an ordinary dive day. The UN buffer zone runs about 180 km across Cyprus, and the UN notes that Varosha, the former resort near Famagusta, is under Turkish military control rather than the UN's. Protaras sits on the southern side.
Three things are worth knowing, from the UK government's advice for British travelers. If you enter through the north, for example via Ercan airport, the Republic treats that as illegal entry, with fines or refusal as possible results. Time in the north counts toward your 90 days, and Cyprus is outside Schengen. Do not take photographs near military sites, since you could be arrested. Land at Larnaca, and check your insurer's wording before any day trip north.
Zenobia-only divers should sleep in Larnaca, not Protaras
Coral reefs and warm February water are not on offer here. If the Zenobia is your whole reason to come and you dislike commuting, stay in Larnaca instead. Open Water divers who will not take a course should ask first, because the wreck may be off the table at the shop you chose.
Spearfishers on scuba have nothing to do here, legally. Independent buddy teams who want night dives without a shop face a Greek-language permit. And anyone planning to work from here from December to March should visit first or pick a town that runs all year.
Dive businesses listed for Protaras, and what five of them charge
The Protaras operator list holds 12 records, read 21 September 2026: 10 from SSI's register of affiliated centers and 2 Green Fins members, both self-evaluated. Not all are simple Protaras dive shops. SSI files four under Protaras, four under Paralimni, one under Aglandjia and one under Ayia Napa; Triton's address is in Ayia Napa. One lists only an Instagram page, and SSI rates it for Freediving and Mermaid.
| Shop | Shore dive | Zenobia |
|---|---|---|
| Taba Diving Centre | €40 + €10 kit | Not on its price page |
| Reef Junkies | from €45 | wreck dives from €60 |
| Scuba Dive Cyprus | €60 | €160, two dives |
| Cyprus Diving Centre | €65, equipment included | €300 package, see above |
| Poseidon Dive Centre | €65 | €160, two dives |
These are the shops' own published prices as of 4 November 2026, and they are not like for like. Register membership shows agency affiliation, not who is open this season, and which registers can be read explains the limits of each.
FAQ: scuba diving in Protaras
Is Protaras diving good for beginners?
Yes, on the shore sites. The state tourism list calls Green Bay the easiest site in the area, a walk-in to 11 meters with rare currents, and Da Costa is similar. Caves at Cape Greco reaches 12 meters but starts with a drop of 1.5 or 3 meters. The cliff sites and boat wrecks suit divers with more experience.
Can you dive the Zenobia from Protaras?
Yes. Several Protaras shops run the trip. Cyprus Diving Centre describes about 40 minutes by road to Larnaca and 10 by boat. Poseidon and Scuba Dive Cyprus list two dives at 160 euros. Poseidon wants a check dive first, normally the day before, and Cyprus Diving Centre requires Advanced Open Water plus Nitrox.
Is night diving legal in Protaras?
Only on conditions. Regulation 17 bans scuba from one hour before sunset to one hour after sunrise, except in Annex VI zones. The Famagusta zone covers the Protaras coast. There you need a registered dive center or club, a center with an annual night permit, or your own permit from the Director of Fisheries.
Where is the nearest decompression chamber to Protaras?
At Famagusta General Hospital, which despite the name is in Paralimni, about 9 km in a straight line from Protaras. Its chamber treats four patients plus two in the anteroom. Okypy, the state health organization, said in 2022 that it runs around the clock. In an emergency call 112 first.
Note: Conditions, safety guidance and regulations change. Verify current information with official sources, including the dive operator, the park authority and the relevant government department, before you travel or dive.
