Malapascua in short
Malapascua's claim to fame is unique: thresher sharks turn up almost every morning at the Monad Shoal cleaning station, so divers do a dark, early boat dive to see them, which no other accessible spot reliably offers. It is a small island best treated as a focused dive trip; the threshers are year-round, with January to April the calmest window and the typhoon season (July to November) the riskiest.
Moalboal in short
Moalboal, on Cebu's southwest coast, is easier and cheaper: a permanent bait ball of millions of sardines and resident turtles sit meters off Panagsama Beach, so you can snorkel or dive the spectacle from shore at rock-bottom prices. With easy road access and a small cafe-and-dive-shop scene, it works well as a low-cost base rather than just a trip.
The difference is depth, not price
Both islands are cheap. What actually separates them is who can dive the thing they are famous for.
Malapascua's threshers were a deep dive. At Monad Shoal, DAN reports, divers “would only see them starting at 100 feet (30 meters)”: which puts the dive behind an advanced certificate and a short bottom time, before dawn, on a boat. That has shifted: the sharks have also been using Kimud Shoal, where they are at 33 to 50 feet, 12 to 15 m. Worth asking a shop which shoal it is running this season, because the answer decides whether the dive is inside your certification.
Moalboal's sardines are a shore snorkel. The shoal sits about 20 m off Panagsama Beach at 1 to 10 m, present year-round rather than seasonal. Anyone with a mask can see it, every day, without booking a boat: which is a different kind of holiday from a 5 a.m. departure to a seamount.
The protection is worth knowing too. Monad Shoal has been a marine protected area since 2002, and in mid-2015 Monad Shoal and Gato Island were designated the Philippines' first shark and ray sanctuary, 1.8 km² with a 500 m buffer at the outer edges.
The verdict: Malapascua or Moalboal
Choose Malapascua if seeing thresher sharks is the goal, and treat it as a dive trip; choose Moalboal for the year-round sardine run, turtles off the beach, lower costs and an easier base. Many divers on Cebu do both, since they sit at opposite ends of the same island.
