Nusa Penida is Bali. The Gilis are not.
Both are boat rides from Bali's east coast and both are sold as day trips from the same beaches, which hides a real administrative difference: Nusa Penida is part of Bali province, and the Gili Islands are off Lombok, in West Nusa Tenggara.
The visible consequence is a charge. Bali levies international tourists IDR 150,000 under “Bali Provincial Regulation Number 2 of 2025 Amendment to Regional Regulation Number 6 of 2023 concerning the Levy for International Tourists for the Protection of Balinese Culture and Natural Environment”, a provincial instrument, paid through Bali's own portal, with the voucher emailed and a formal “Apply Exemption” route for those who qualify.
The less visible consequence is the one that matters underwater. Two provinces means two sets of marine-management arrangements, two licensing regimes for boats and operators, and two answers to the question of who enforces what at a mooring. It is worth asking an operator whose rules they are working to rather than assuming one Indonesian standard covers both.
What is identical is the stake. On the IUCN Red List, version 2026-1, sharks and rays are at 38 per cent threatened and reef-building corals at 44 per cent, against 26 per cent for mammals and 11 for birds. The manta rays at Manta Point and the reefs off the Gilis sit in those two figures respectively, and a dive operator's briefing on distance and contact is the part of the price that is actually doing something.
