Marsa Alam in short
Marsa Alam, on Egypt's southern Red Sea, is the quieter, reef-rich option: Elphinstone's walls, dugongs at Marsa Mubarak, and a string of house reefs, reached largely by boat or from resorts. It is more spread-out and resort-led than Dahab, with less of a walkable town scene, which suits divers who want warm southern reefs and comfort over backpacker buzz.
Dahab in short
Dahab, on the Sinai, is a calm, bohemian town and one of the world's great freediving hubs, with the Blue Hole and Canyon on the doorstep and superb shore diving. It is the cheapest base on our list, with a mellow, non-resort vibe and a walkable center. If you want to freedive, dive from shore and keep costs rock-bottom, Dahab is the pick.

The moorings you dive off were put there by dive centres, not by a government
Both of these coasts are worked by boats, and the single most consequential thing about Red Sea diving is invisible from the surface: whether the boat ties to a buoy or drops an anchor.
The system exists because operators built it. HEPCA's own account of its origin is specific: four dive centre owners began “to fix chains with floating lines around coral blocks at the most popular dive sites”: it names Abu Ramada North, Shaab Rur, Umm Kamar, Ben El Gebal and Erg Somaya, and what started as “the installation of 50 buoys to protect the vulnerable coral reefs from anchoring” led to “the establishment of an environmental NGO known as HEPCA”, which then worked with the Egyptian Environmental Affairs Agency to finance the mooring system.
That history is the useful question to carry to either town. Ask the centre whether it moors or anchors, and whether it contributes to the buoy programme. It is a normal question on this coast rather than a confrontational one, and the answer separates operators more reliably than the certification logos on the door.
The reason it matters is getting harder rather than easier. Copernicus puts the average sea surface temperature of the extrapolar ocean about 0.9 °C above the late nineteenth century, with around 0.6 °C of that added since 1980 and the latest five-year average about 0.3 °C above the 1991–2020 reference period. A reef under heat stress has less margin for the mechanical damage an anchor does.
