The biggest cluster nobody here had counted
The method is the point, because you can repeat it. SSI publishes its training centres as one public file with a name, a town and coordinates: 3,855 of them worldwide on 2026-09-01. Treat each as a centre, count the others within 7.5 km, collapse the overlaps, and the dense addresses fall out without anybody's opinion entering it.
In the Philippines the densest is Lapu-Lapu City on Mactan, with 33. The furthest of them sits 5.8 km from the middle of the group and the nearest 1.4 km, so this is one neighbourhood rather than a region. It is also, on that measure, the largest cluster of registered dive centres anywhere this directory did not already have a page for.
What the count is not: a statement that these are the best 33 dive centres in the country, or that there are only 33. A shop that never joined SSI is invisible to it, and the register says nothing about the diving. It is a measure of how much industry stands in one place.
The 33 businesses, each with the register entry its affiliation was read from, are on the Mactan operator list.
Thirty-three centres, and nobody has been to look
Green Fins is the one source this project treats as genuinely third-party, because a member is not a business that paid a body but a business an assessor visited. Its register, queried around Mactan on 2026-09-01, returns 53 members in the Philippines and none within 25 km of this cluster — nothing under Mactan, Lapu-Lapu City or Cordova, by city string or by coordinate.

Read that table twice before drawing anything from it. Green Fins works through national programmes and local coordinators; it goes where a project takes it. A zero can mean nobody has been asked as easily as it can mean nobody said yes, and we have not established which applies here. What the table does show is where the assessments are, and they are in the small towns: Puerto Galera with 16, Moalboal and Coron with eight each, Malapascua and El Nido with six.
The comparison that stays with us is Moalboal, 75 km away on Cebu and covered by its own page here. Far fewer shops, eight assessed members. So the two registers are looking at different things, and a reader who wants shops finds them at Mactan while a reader who wants somebody's inspection finds it somewhere else.
Why so many, and what the register cannot see
The obvious answer holds up when you measure it: Mactan-Cebu International Airport is on the island, 3.8 km from the middle of the cluster. Mactan itself is 65 km², so the runway and the dive shops share one small island. A dive industry that sits between an international runway and a reef is not a mystery.
Two of the 33 are boats. SSI lists Philippines Aggressor and Philippines Aggressor II with a town and an address exactly as it lists a shop, both under Lapu-Lapu City. They are kept, because a liveaboard registered here is a business operating from here, and they are named because a reader cannot tell from a row. The same thing, found here, sent us back to correct our liveaboard roundup, which had claimed every record behind its table was a shop on shore. Five of 194 were not.
And one of those two boats shows how thin the register's coordinates are: SSI places Philippines Aggressor 21,437 km from Mactan. It is on this page only because its city field says Lapu-Lapu City. On another page the failure ran the other way, and that is why a record here has to match on the town and on the distance, never on one alone.
25 of the 33 publish a website in the register and we have not opened one of them. That is the next piece of work rather than a gap we are hiding: what a school teaches, in which languages, under which agency, is on its own site and nowhere in SSI.
What we did not check
Whether Mactan is a good place to dive. Nothing on this page is about the reef, the visibility, the season or the boats. A count of shops is a count of shops.
Whether Mactan works as a base. Rent, internet, cost of a month, visas: none of it measured here, and a register knows none of it.
Why Green Fins has no members here. Stated as an absence in a register on one date, and not as a finding about any business on this page.
The protected areas around the island. We tried to read them from OpenStreetMap on 2026-09-01 and the service did not answer; rather than write them from memory we left them out.

Does Mactan really have the most dive centres in the Philippines?
It has the densest cluster in one register. Counting SSI's public file of 3,855 training centres on 1 September 2026, 33 sit within 7.5 km of one another at Lapu-Lapu City, more than at any other Philippine address. Centres that never joined SSI do not appear in that count.
Why does no Mactan dive centre have a Green Fins rating?
We do not know, and the page says so. The register returns 53 Philippine members on 1 September 2026 and none within 25 km of Mactan. Green Fins works through national programmes, so an absence can mean the programme has not run there rather than that any business declined. It is an absence in a register, not a judgement on a shop.
Are all 33 of them dive shops?
No. Two are boats: Philippines Aggressor and Philippines Aggressor II, which SSI lists with a town and an address exactly as it lists a shop. They are named on the operator page rather than quietly counted, because the register does not distinguish them and a reader cannot tell from a row.
