Canggu in short
Canggu is Bali's biggest nomad hub and the gentlest landing for a surfer: the beach breaks at Batu Bolong and Berawa are mellow and forgiving, there are surf schools everywhere, and the coworking and cafe scene is the best on the island. The trade-off is crowds, traffic and a party-town energy that is not for everyone.
Uluwatu in short
Uluwatu, on the Bukit peninsula, is where the serious waves are: fast, powerful reef breaks that reward experience and punish beginners on a big day. It is quieter, more surf-focused and dramatically set on the cliffs, with warungs above the lineup. The wifi and coworking are workable but this is a surf base first, a work base second.
The verdict: Canggu or Uluwatu
If you are learning or your work comes first, base in Canggu and day-trip to the Bukit when it is small. If you surf at an intermediate level or above and want the best waves and a calmer scene, Uluwatu wins. Many nomads start in Canggu and graduate to the Bukit as their surfing improves.

The thing both of these cost that nobody mentions
Canggu and Uluwatu are argued about on rent, traffic and crowds. There is one line item they share that visitors routinely miss, and it is official rather than informal.
Bali charges international tourists a levy of IDR 150,000. The government's own portal describes itself as the implementation of “Bali Provincial Regulation Number 2 of 2025 Amendment to Regional Regulation Number 6 of 2023 concerning the Levy for International Tourists for the Protection of Balinese Culture and Natural Environment”. You pay through the official portal, singly or as a group, and the levy voucher arrives by email. There is also a formal route to “Apply Exemption” for those who qualify.
It is a small amount and an easy thing to get wrong, because it is not part of the visa, not collected by the airline and not the same as the e-VOA. Pay it on the official portal rather than through an intermediary, and keep the emailed voucher.
The other thing worth knowing about both is that the sport you are here for has a governing body with a wider remit than most surfers assume. The International Surfing Association, founded in 1964 and recognised by the IOC as “the World Governing Authority for Surfing”, “governs and defines Surfing as Shortboard, Longboard & Bodyboarding, StandUp Paddle (SUP) Racing and Surfing, Para-Surfing, Bodysurfing, Wakesurfing, and all other wave riding activities”, across the national federations of 120 countries. Canggu, comfortably: it has the best coworking and cafe scene on Bali. Uluwatu is workable but more of a surf village, so confirm fibre at your specific villa.

Both share Bali's dry season, roughly April to October, when the southeast trade winds blow offshore across the south and southwest swells. That is the window for the cleanest, most consistent surf at both.
