Arugam Bay in short
Arugam Bay, on Sri Lanka's east coast, is a chilled surf village built around a long, mellow right-hand point break, with its season running roughly May to September, opposite the south coast. It is laid-back and a little remote, with a relaxed surf-and-yoga scene. If you are traveling in the northern summer, A-Bay is when and where Sri Lanka surfs best.

Weligama, on the south coast, is Sri Lanka's beginner surf capital: a gentle, forgiving beach break, countless surf schools, cheap living and the biggest nomad scene on the island, with its season roughly November to April. It is busier and better set up for a working stay than Arugam Bay, and it is the obvious base in the northern winter.

Two coasts, two seasons, and one licence that applies to both
The seasonal case for these two is the simplest in Sri Lankan surfing: they are on opposite sides of the island and their seasons barely overlap, which is why the country works as a year-round destination and neither town does on its own.
What they share is an administrative frame. Tourism establishments in Sri Lanka are licensed by the Sri Lanka Tourism Development Authority through its “License Registration Renewal System”, and its own notices concern renewal, including that “cash and cheque deposits will no longer be accepted for license renewal payments”. A surf camp in either town either holds a current licence or does not, and in a place with a sharply seasonal trade that distinction is worth a question. It is a business licence and not a safety certification, so treat it as a floor.
For the teaching itself the reference point is international rather than national. The International Surfing Association, founded in 1964 and recognised by the IOC as “the World Governing Authority for Surfing”, runs certification tracks it lists as coaching, judging, ILS water safety and adaptive surf instruction, and publishes a certificate directory of who holds them. Weligama is where most visitors take a first lesson and Arugam Bay is where people go when they no longer need one: which means the question matters more on the south coast, and the answer is checkable in both.
