Puerto Galera Diving: What a UNESCO Reserve and 16 Checked Operators Add Up To

What the place actually is

UNESCO's Man and the Biosphere Programme lists Puerto Galera as a biosphere reserve designated in 1977, with an area of 14,661.00 hectares. Its own entry places the site "on Mindoro Island, about 120 km south of Manila", comprising "the northern tip of Mindoro Island", bounded "to the north by the Verde Island Passage, to the west by the Camarong River and to the east by the municipality of San Teodoro". UNESCO states plainly that "the conservation of coral reefs has been recognised as one of the main tasks of the biosphere reserve".

Worth separating two things that get run together in travel copy. A biosphere reserve is a designation under the Man and the Biosphere Programme; a World Heritage Site is a different UNESCO instrument entirely. Puerto Galera is the first and not the second. Pages that call it a World Heritage Site are wrong, and it is an easy error to inherit.

The phrase about these waters, and how far it can be pushed

You will read that this is the "centre of the centre" of marine biodiversity. That phrase has a real source: Carpenter and Springer, "The center of the center of marine shore fish biodiversity: the Philippine Islands", Environmental Biology of Fishes 72(4), 467 to 480, April 2005. We confirmed the paper's existence and details through the DOI registry.

Here is the honest limit. The paper sits behind a paywall we did not pay, so we read its bibliographic record, not its text. Its title makes a claim about the Philippine Islands. The narrower version you meet everywhere, that the Verde Island Passage specifically is the epicentre, is repeated constantly and we could not confirm from the paper itself that this is how the authors put it. What is solid: Puerto Galera's northern boundary is the Verde Island Passage, and UNESCO says so. What we are not going to do is stack a precise scientific claim on a source we have not read.

What the register shows

This is the part we did ourselves. Green Fins is run by the Reef-World Foundation with the UN Environment Programme, and its assessments are done by trained assessors in person rather than by self-declaration. On 2026-08-14 the register carried 16 members in Puerto Galera, and the spread was 2 Gold, 8 Silver, 4 Bronze and 2 Restricted.

The number that matters more than the spread: 16 of the 16 carry an assessment marked in person, within the last 12 months. A tier from an assessment three years old and a tier from one taken this season are not the same claim, and most places we have compiled are a mixture. Here it is not.

On Restricted, be clear about what it is. It is the bottom band, awarded on assessment score, and it is a finding rather than an omission. Two operators here hold it. We name them on the Puerto Galera operator list, with the date we read the register and what each field rests on, because a summary that tells you two exist without telling you which two is not much use when you are booking.

What the operators say about themselves

Separate from the register, we opened each operator's own website; 13 of the 16 responded. The training agencies they name on their own pages, which is a claim by them and not a check by anyone: PADI on 7, TDI on 3, SSI on 2, SDI on 2, CMAS on 1 and RAID on 1. Several name more than one.

The blank worth noticing: Not one of the 16 publishes which languages its instructors teach in. That is the norm rather than a local failing, and it is the single most commonly invented field in this industry, which is why we would rather show you nothing than a guess. A website offered in German tells you a translator was hired once, not who is on the boat this season.

What we could not confirm, and are not going to pretend

Puerto Galera charges arriving visitors an environmental fee, and news coverage cites a municipal ordinance and a specific amount, with an electronic pass system. We are not printing the figure. The municipality's own domain did not resolve when we checked on 2026-08-14, and the official tourism portal we could reach states no amount. Under our own rules a fee is a hard fact and a news report is a lead, not the proof. Unverified, needs checking at the port. Ask your operator before you travel; they collect it constantly and will know today's number, which is more than we can say.

The same applies to anything you may want on visas, monthly costs or connectivity. We have not verified them for this location and so they are not in this guide.
