How we chose

Cheap is easy to find and easy to get wrong, so the rule here is total monthly cost with the sport included, not rent. A cheap room next to expensive boat dives is not a cheap month. We also weighted whether you can stay long enough to benefit, since visa runs and short permitted stays quietly add cost to places that look like bargains.
